Do you need a damper on your exhaust to control the heat ? Are can it just be left open ?
 
As a rule the exhaust damper is left wide open and the heat should be controlled with the air inlets in the firebox, or inlets near the bottom of electric or gas smokers. I only close mine when the smoker is not in use to keep rain from entering the stack and chamber.
