It has two thin steal rails on the bottom presumably to reduce heat transfer.

Does anyone know of a forum that would be good for asking about this item.

I'm guessing some sort of water/steam pan for a wood fired stove or cooking/food related something or other.  It is porcelain coated and the handle seems to be for pulling out of a slot in a stove

My guess:  its a cast iron chicken roaster with an easy pour spout on the front for the drippings.

I actually thought it might be a suet pan from a wood burning cookstove, but never seen one with angled sides
 
It is something different.  I have not seen one before.  Will be neat to find out what it actually is.
