I agree with Bruce 02ebz06 02ebz06 - I have a sink that's large enough for the rack to sit on bottom and I just let them soak in hot soapy water for a while then scrub them off with a brush. Best way I've found to clean them.

First, welcome to the forum from New Mexico.

If just a wire brush isn't doing the job, probably the easiest, would be to get a big tub and soak them for a while.
Then scrub with a wire brush.

Lowes and HD have large tubs for mixing concrete that will work.
Something like this:
That’s what I have been doing even soaking them in vi negar and baking soda but the meat still Sticks. Thank you!

Hmmm … that works for me too … maybe hit them with some cooking spray before loading the wings? Or put on parchment paper.

Another thought Prevention...
Get some Frogmats and put your wings on them.
Or, get a wing/leg rack.
Wing/Leg rack

I have the Frogmats and the racks and use them both.
Rarely do wings, but use the racks for legs a lot.

Add some oil to the racks before smoking. Should reduce sticking and makes clean up easier.
