Char-Broil Vertical Gas Smoker 595 - HELP

I have only used my smoker a handful of times, but the flame control seems to not work correctly. My low flame isn't much lower than my high flame. The only way I can get a low temperature is to go past the high setting and approach the shutoff. I am battling my temperatures as I approach the shutoff, it is very sensitive. Any advice as to what to do or fix? Thanks.
