Used to be one of the only ways to get brisket. Hard to find now at least in my neck of the woods. The only one I've had came from a cow we had butchered and the butcher asked us if we wanted to leave the ribs on.
That is exactly why the cut isn't around. With the invention of cryo-packing in the early 70's lots of bone-on cuts went to de-boned. The early bags weren't strong enough and the bones would break through the bag.
