Can we currently access the Admin Center from the sandbox? I'd like to become familiar with it if possible.

Go to your profile in the sandbox and see if there is a admin option. That should let you in. I will check on the official answer for you.

The easiest thing will be to bookmark the admin panel for quick access to all of the tools: http://smokingmeatforums.com/admin. We can also put a link to it in the Moderators area.

My suggestion would be to make the "return to site" button big enough to see it

That would be the easiest and clean solution. Same thing with the FAQ icon/link.
