    Brining 2 small turkeys

    I have two small turkeys one 12lb and one 13lb.  They both will fit into there own 2.5 gal bag but is tight.  Will there be enough brine in each bag to work.  Or would it be best to put into a cooler and add ice.  I want to brine for 24 hours.
