Venturi system?

I've been looking at these cold smoke vertical SS generators (with air pump) and it seems to me that they are based on the Venturi system, like carburators etc.
Am I right? What I wonder is why is the output tube near the bottom? It seems to me pretty easy to make something like that, with pipe coming out vertically on top, with an air pump with hose coming in, placed a few inches pass the pipe coming out of the cylinder to create suction

Any thoughts on that?

I have a nice piece of SS tube thick wall 1/8" about a 1' long x 4" see sketch please

I live in France now, south, 50 miles N from Mediterranean Sea.
Remote village (our chalet) on edge of woods . Our little paradise. I built the wooden chalet, about 20m², we have electricity, city water, but i drink well water. Elevation about 400m, so it does freeze once in a while.
Heating is with 3.5kW wood stove.
I'm a man, no gender confusion;)
