I have ordered an extra 1200 watt element for my MES40gen1. If I wanted to confirm it's wattage, how does one test it? Can one test it while it's not installed? Ohm meter?

Yes and you can punch in on the net for a chart to convert it to watts

Easiest way is to put power to it. And measure the current being drawn. It should be around 10 amps.
My cheat sheet shows around 11.0 ohms for that element.
