Paint or grease

This might have been posted previously, but... got this smoker for.fathers day 2021. Can someone explain what is going on? Is it paint peeling or just the grease that bubbles like that? It definitely needs painted right?

Welcome to the site, can't decide if that's inside or out, inside sand/oil, outside sand paint

It’s the inside. That is the route I went. Got it up to temp for 2 hours and hit it with oil. Let it cook for another hour and then the rain came so I put it away

If inside, sand/wire brush the rust off, then re-season with oil. If outside, paint after cleaning off the rust.
