Help with an inherited smoker

Can anyone help me identify if this is a build or if bought smoker?  Also, is there anything I should do to it before I start smoking?  I am going to upgrade the heating element and get some thermometers.

Also, why have two openings at the top?

Sure looks like a homemade unit but I am no expert. Someone will be along shorty who can tell you for sure.
