Out here I am finding tri-tip for $4.99/lb untrimmed and $5.99/lb trimmed at the local grocery stores.  Costco is selling trimmed for $7.99/lb.

Sam's club is the only place I've seen them and finally said what the heck lets see how good they are and bought one

I have only found them at a butcher shop and usally had to ask for them
