I have a few chunks of crabapple that was stricken with blight.

My questions are:

1) Is crabapple safe to smoke with?

2) What about the blight?

I don't see why you could not use crabapple wood to smoke with. It is a hard wood and different woods give different flavors.  As for the blight, I'm not sure. Try burning some of the wood and see what kind of scent you get from it The scent will be similar to the smoke flavor.Hope that helps, but , if your not sure don't use it.
