Would it hurt anything to put a frozen chicken in brine and let it sit that way for 24 hours?

I am going to say bad idea and I dont remember why exactly, when you thaw a bird in water you have to keep changing the water or bacteria may develop.
I would thaw in the refrig and rinse then brine. Hopefully someone else has a better answer but I wouldnt do it

Just remember that bad things start to happen when the temperture gets above 40 deg.

It would never reach over 40º. However you need to let it thaw first.

Would it be ok to prepare the brine today let it sit outside in the 20 degree temps overnight and then put the thawed chicken in it tomorrow morning for a few hours?

I belive you can thaw a chicken fairly quickly under running cold water or put in cold water and change the water frequently, this will keep the water fresh and thaw the bird faster. then brine. this is safer and that is what it is all about.

keep the chicken wrapped or in a bag if thawing in cold water.
