Babby Back Ribs Issue...Need some advice!!

I'm smoking baby backs via the 3,2,1 method. My smoker temp prob showed 190f for the first 3 hours. However when I removed the ribs about 10min ago I noticed that they were warm to the touch. Normally the bones are starting to protrude and the fat is beginning to melt away....Not the case this time!!

I didn't bother checking the internal temp. After I debated about throwing them away, my wife suggested double wrapping them in foil and throwing them in the oven @ 350f for 2 hours.

These ribs are for a birthday party later today. I don't want to get anyone sick. I'm worried that the ribs are unsafe after sitting in the danger temp zone for 3 hours.

Any advice would be greatly appreciated.

Should I should attempt the final 1 hour back on the smoker? Where should I go from here?

I could fire up the charcoal grill and wait until the coals are burned down (med heat) and cook them with the lid on for the final hour?

Another idea I though of is to unwrap them after 2 hours and keep them in the oven @ 225 for 1 additional hour.
 
 
Normally Baby Backs use only a 2-2-1 or even less, but at a smoker temp of 225 to 240º.  Personally I would just foil them and get your temps up a bit. Go for 1 1/2 to 2 hour at a higher temp, then check them out for pull back.  If you then want to firm them up a bit, 1/2 hour open will do.
