Featured Ability to mark thread as featured

I noticed that it seems like all members have the ability to tag a post as featured as I have done this one. Is this supposed to be that way? I thought I would point this out.

Have noticed that also. But as this thread showed up as featured, it's not featured on the carousel. Not sure why it's there myself

I was curious as well. I always thought Featured was reserved for the carousel.
