My plenum I.D. is 9"x9"x4" I'm not sure how it will work as I haven't run it yet.
As long as the plenum is greater than the volume of the 6" pipe.....it should be fine.
Josh, I plugged in the numbers you gave and here is what I found.
Fire box = 68% ............ yours is too small. I like to be between 130% & 150%, too big is better.
4.5" pipe at 23" It should be 77" from top of smoker to tip. way too short.

It looks like maybe the fire box is a bit small................
I get min 1 1/2 hours of constant temp between loading more wood with my reverse flow smoker.

I like my builds to have a fire box at least 130% of what is required.
I aim for 150% as a rule. Having room for the ashes & a sold steel wood
rack up from the air inlets seems to work great.

I have a silly question, did you determine the temps at your cook racks using the two gauges alone ??? it may be just not so accurate gauges.
I had the same problem with my build, three gauges in the cook area and one in the stack. All were way different. All brand new and zero'ed...
It takes my smoker about 30 - 45 minutes to get to 300f from lighting the kindling wood using three oak splits and both vents wide open.
My smoker looks a bit smaller than yours....... the door openings are 25" wide. 28" O.D. tank. 4'-7" long not including elliptical heads.
I welded the 2" x 1/4" angle to the top back of the fire box. This worked just fine in my configuration.
I notched the angle for 2" pipe for draining purposes. I used 1" angle for the opposite end for support. I then welded in the 1/4" baffle plate

I installed the RF plate with 2" angle on a 45 to act as a trough. I have a 2"dia drain pipe to a Ball valve that goes to a pail.
This works great on my rig.
I purchased extra temperature probes and leave them permanently installed in my smoker.
There are three meat probes and one BBQ temp probe.
That way I can use my two Maverick ET 733's with the smoker or on any other device.
My fire box is 24" tall, so from the top of the trailer frame to the door opening is 24" (+/-)
I used 15" trailer rim / tires.
The result is a good working height for both top and bottom racks when pulled out.
I would not want it any higher but it could have been 6" lower and be just as good.
The four openings on the tank are most likely pipe threaded holes so an easy
way is to go to a piping supply place and buy threaded plugs to match if available.
You could weld them on after they are threaded in place to make a perfect seal.
Using one of the holes as a drain for that...

I agree 100% with you as the way I did it required much more work in the RF plate cut fit process.
I joined two 420lb slightly different I.D. tanks together which resulted in a very untrue edge to weld too.

Hdbrs, No disrespect to DaveOmak............Each build will have different material restrictions.
In my build, the elliptical head had enough straight metal to connect the fire box properly before the straight flange weld joint.
