    It sounds like the Burner isn't getting a Good air mix. Its hard to tell from the photo how the venturi is set up. But the air and gas need to mix in the burner tube before it can burn well. You should be getting a hot strong flame out of that burner. Need to figure that out before you can go...

    Easiest would be to drill and tap and use machine screws, #6 maybe? Brazing might be an option if you have the equipment.     Only thing I would add if you haven't are some holes in the bottom pan to pull in fresh air for the burner. And you may find that you need to plug some burner holes as the ECB is pretty small and doesn't need alot of BTU's to smoke. That looks like a big BTU burner. Otherwise, looks great! Love...
