Perhaps it needs to be completely open. Half way might not allow the draft you need. It should not smoke out at the bottom of the exhaust unless it is partially restricted. Good luck
From looking at your pic, I would recommend you push the probes a bit more through the potatoes. The sensing part of the probe is the tip, and may possibly giving you a false reading.

Most regulators have a threaded hole in the outlet to allow for a variety of fittings. A simple barbed fitting and a hose clamp and you are in business. Just cut the hose at the old regulator and press on the barbed fitting.
