Most municipalities do not allow charcoal grills on decks. Some municipalities go so far as to say that gas grills must be "hard plumbed" to the buildings gas supply. Check with your apartment manager and local codes.
Check Craigslist for free wood. I've gotten white oak, apple, and pear wood for free from Craigslist. Also check local apple orchards or tree trimming companies to see if they would work with you to acquire some good hardwoods.
If you are using wood or gas for fuel, be sure to have a combustion air intake somewhere to keep you alive. A 4 inch flex tube coming out somewhere near the smoker should work.
