Sand & Water

For those of you who use sand in your water pan, do you also add water to the sand? If you do, just enough to moisten it or do you make it kind of soupy. Also, do you line your water pan with foil prior to putting sand in it?

I add 2 cups of water if I remember and yes foil on the inside and on top of the sand
