what is a safe cooking temp for my homade smoker i can get it to heat to about 173-175 useing a heating element without a temp adjuster
 
That is really to low to smoke most things try to get it to 225
 
I believe that is too low to smoke anything that hasn't been cured. You'll want it to get up to 225° at least for smoking uncured meats. And remember, it's going to run hotter emply than it will with a load of meat so if you're only getting 175° empty, I'd say you need a bigger heating element.
