Spraying them with water is assault?! Give me a break, cops need to get off there butts then and handle the situation. I know they are overworked and all, but who ain't, they don't want the citizens dealing with the problem, then they are going to have to.

My reply to the guy threatening to sue for assualt would have been "and I can make a citizens arrest for vagrancy too!".
