I bought 4 pounds of boneless skinless chicken breast I cut it into strips to roll in a rub and wrap with bacon, My question is how long do i need to let it set before it goes into the smoker?
 
That's totally up to you though a minimum of a half hour just to let the rub settle and soak up surface moisture so it'll stick and not all fall off. I have applied rubs a mere few minutes before dropping it on the smoker grates.
