I own a MES 30 and a Bradley both are good smokers each have there advantages and problems. I seem to be using my Bradley more just because I can load up the pucks turn it on and go about other things. You really can't go wrong with either just depends on which one you feel more comfortable with.
I have done 3 racks in mine and used the 3-2-1 method with no problem. I may take a little extra time to come up to temp but after it reaches temp the MES will have no problem holding it as long as you don't peak to much.

That should work out great. A 40" Masterbuilt is about the same size as the numbers you gave uses a 1200w element. With a 1500w element you should get very quick recovery time.

The way I do them is 2-2-1. 2 hours in the smoker wrap them in foil for 2 with a little apple juice then 1 hour un foiled. They come out nice and tender.
