I personaly wouldn't risk it. Once it hits a dock and gets offloaded from one truck to another it's inside and above 32*. I doubt the package will stay below freezing from door to door.
Usually chilly gets eaten like a dip at our house, I'll put Jalapenos, pickeld or fresh, cheese, and maybe onions, the wife likes hers with sour cream and cheese then we eat it with nacho chips
