As far as smoke generators for cold smoking I'd recommend looking into either a amnps or amnts! They also can be used during hot smoking...
As far as wiring the charcoal ring... Just get a charcoal grate from the same size of a weber kettle. It will fit right in and is easy to wire.

If you're gonna be doing a shorter smoke you could also put a smaller charcoal basket into the larger one and fill both edges, top and bottom, with unlit fuel and put half a chimney with lit fuel in the middle.
