I discovered it's rust inhibitor. I will still have to get rid if it. I am going to wire brush and machine sand the paint outside and inhibitor inside. I burned the first out and worked harder getting the black mess off. Thanks for the help.

OK Danny, Thanks. I updated my profile and added a sig. I 've been a member since 15 and today was first post. I think it's some kind of rust inhibitor inside the barrel. My first UDS had a liner and I worked to hard to remove it. I was hoping for an easier way.
