IMO: #2 Scalding milk is a huge mistake! I would do #2, warm to melt the butter.
You are creating a higher temp, may have killed some of the yeast!!
Try it not scalding ?
#1 : Add warm, not hot water to the mix, add more sugar to help feed the yeast. (starter)
It should start to slowly bubble...

I would search for another brand , not BB? Its semi processed, more than a brine, as far I am concerned. Self brining will give you more control and better results.
Even store brands might be better, depending on where you shop and can Afford?

What kind of pellet grill do you have? Brining will help keeping it moist.
