There's a name for this physical property where fluid flow over the top of an orifice increases draw. I learned about it in chemistry. 1971 was a long time ago and I apparently blew those brain connections.

Sounds like you've tried making sure the pellets are dry.

Can't speak to "local pellets". I only buy from Amazen. And I put those in a small oven at 250 for 30 minutes to make sure they're dry.
Which tube do you have? I have an older 18" tube. It has small holes. I can get 12 hours or so of smoke with it. I have a newer 7 - 12" with slots that burns...

Do you have an external thermometer such as a Maverick? Some MESs have noticeable temperature offsets from the set point. Cycling around the setpoint (-10/+10) is normal as the MES uses an off/on action.
Beyond that low and slow. 225F. Expect the stall around 160-165.
