As far as I know, Grizzly has the cheapest price and their unit is the same as 5 pound-ers sold by the other companies. I have one and I'm extremely happy with it. My only regret is I sometimes wish I had a 15 lb model.
If you were using an extension cord, it should be the shortest possible. Also as heavy duty as possible too. Have you tried plugging it directly into an outlet? Also, I'm wondering if being in the full 100 degree sun could have messed with the thermostadt?

Of course try to low-ball them, but I'd pay up to $75 for it assuming it doesn't have any cracks. Take it to someplace that can sandblast it, lube it up and it will be as good as new and last forever.
