1 All that black gook all over everything around the terminals of the element is carbon. Carbon conducts electricity from the terminals to the case of the smoker that you touched.
2 If the ground wire was connected as shown in the photo it should not have...
To me it seems clear the number of failures is too high. Masterbuilt needs to redesign this smoker.
I for one have filed a complaint with the Consumer Product Safety Commission. If Masterbuilt were going to change on its own it would have done so by now.

First test your smoker and find out if its sensor is accurate.
1 Put the tip if your thermometer in boiling water. It should read 212° If not adjust or replace your thermometer until it does.

If are in a rush at the end, put it in the oven at 400 to finish.

What make and model smoker are you using?
Have you tested your thermometer in boiling water? Should read 212°F
What is the air temperature in the smoker?
Is the 190° the meats internal temperature?
Is long as you keep the meat over 140° it is not ruined

200° is cooler than I would want to cook meat and to warm for cheese, what are you cooking?
If it gets cold where you are it should work fine at 45° If not Masterbuilt make an auxiliary smoke generator just for you.
