What is your price point? Weber kettles are great, PK Grills and Hasty Bakes are awesome too but more pricey, if you would like a great grill that can grill and smoke the Assassin grill is an awesome choice.
They'll burn charcoal sure, inefficiently, I used charcoal in my offset to get the coal bed started after that it was all sticks, a Drum or WSM is much more efficient and user friendly cooker, than some cheap big box store offset.
Offsets are made to burn sticks not charcoal, you want a good charcoal cooker for under $500, look at a WSM 22.5 or build yourself a Drum Smoker. Big Poppa Smokers has a nice do DIY kit.
I can't answer to what your problem is, I get even temps across my grates so much so I have a brand new ThermoWorks Smoke and haven't even pulled it out of the box yet. Been using the Tel-Tru therm to judge cooker temps and my Thermapen to check temps and tenderness.
