The first time I made them the shells were a bit crunchy. Then I learned that you need to pack the shells and let them sit in the fridge for about 4-6 hours. The shells absorb some moisture which helps them soften up.
The second time making them I par boiled the shells, not good, the split while stuffing them.
Give them a try, to me, they are well worth it.
