I'm sure this is been posted 1000 times but I'm new to the UDS. world what happens if I just built the smoker and do not burn out the liner? I have two drums I've tried to bring both letters out and it doesn't seem like I'm going to be able to get the liner out. Will it harm the food or make it taste bad.

Yes the liner must be burned out.  Typically it is made of a vinyl or plastic and the fumes or somewhat toxic, not a flavor you want to add to your food.  Make sure you burn off the liner on the lid as well.

If you have already built your smoker, start a fire in both the area you intend to use as the fire box and above in the smoking chamber area.  Burn it for an hour or so, take a knife and check all over to see if you have any liner left.

Smoke ON!
