So I have my brisket all ready to go
But the outside temp is like 10 degrees here in jersey.. Can i still smoke it?
 
I don't know what kind of smoker you are using, but the short answer is YES!
Electric; won't matter
charcoal or pellet or wood might need extra fuel. Wind will be your worst enemy
 
Been there, done that.

Get yourself a large welding blanket to fold and throw over the meat chamber for insulation. This will help to stablize your temperatures and cut heat loss. You can find them pretty cheap at Harbor Freight Tools, if you have one near you.
