I have a Char-Griller DUO gas and charcoal combo grill. It cooks way too hot since I bought it new. No matter how far down I turn the knobs it will cook at 400 F. Is this something that could possibly be fixed by replacing the regulator?

Sounds like possibly the regulator.
Is this the temp based on the hood thermo and has it checked with a separate thermo?

Yes its the hood thermometer. But it's also based on that I get grease fires everytime I cook chicken or burgers. Wife almost burned the thing up last time it was used, and we haven't used it since. Almost burned the fuel hose in two.

Have you checked with a separate therm as suggested above? Have you turned off a burner? Have a 2 zone direct/indirect type set up.
 
Seems there is an issue with those regulator on the DUO. I have the same unit and mine did the exact opposite of what you are describing. Wouldn't get up to temp. The regulator was knocking the propane pressure/flow down way too much. Hardly a whisper. I went with an adjustable one off Amazon and now I can dial in almost any temp I want.

Haven't checked with a different thermometer. The flash fires from the high heat are telling me that it's cooking too hot. I turn off a burner when I don't have a full grill, but I would rather figure out the problem and fix it if I can.
 
With 2 burners running my Weber cooks at 350- 3 burners 400+ and thats with them set on low. Over 600 on high , they are made for hot grilling and trying to bake with them ain’t easy
