    Here is a bump for ya. I am sure someone can answer. I would say yes, but it will spoil faster. Keep in mind I am still learning.

    You can drill through a steel rod with a hand drill. You just grind a flat spot on the rod, so your drill bit will not walk. Those collars would work also.

    There is too much difference between the ID. IMHO Look around for a bolt that will fit tighter. What you show looks like it would work.

    For a spacer you can use pipe. For the wheels, I would look for a old tiller, the kind that has steel hubs and solid rubber.

    How do you smoke your steaks?

    My steaks I do on a gas grill. I will pull some bark of a scaly bark hickory tree. The bark produces strong enough smoke for the short time my steak will be on the grill.

    I would go with electric, propane and indoors is a deadly mix.

    I used a air tank for my firebox. If you are going to build one, the I would use plate steel.

    When I cut my propane tank open, I connected a running lawnmower exhaust via a 3/4 copper pipe into the tank. And just let it run, for a long time. That removed all air.  I used a plasma cutter to cut my tank.
