I have a Char Griller Outlaw smoker. If I smoke 8 shoulder at the same time do I need to rotate the shoulders closer/ farther away from the smoker box or can I just set them all in and not move them?

Do you have hot spots or cool spots anywhere?  If not, you'll be fine. If you do, may need to rotate if hoping to have them done near the same time.  Of course,  all pieces will be different and may not finish at the same time.

Heat rises to the top, so the ones at the top of your smoker will cook qiucker IMHO.  They're heavy, but I'd rotate them for the the sake of knowing I did so.  Be sure to temp them all individually for consistent doneness.
