Better smoke when smoker is cool...very little when smoking with heat!

My pellets seem to burn better when doing a cold smoke than when the smoker is on and hot! For instance, I have used it a few times and fought to keep it smoking while smoking chicken, a pork butt, or whatever. The other day, I decided to try to cold smoke a small block of cheese and it smoked like there was no tomorrow! Today, I through some redfish halfshells on the smoker with some apple pellets, as usual, in the AmazeN tray and it struggled to put out good smoke. The filets were done, but I wanted a little more smoke, so I opened the smoker door to cool it off, closed it back up and now, 15 minutes later I have awesome smoke coming from the smoker!

I light it the same every time...I use a propane torch, light one end, let the flame burn upwards of 10 minutes, blow it out and let it smoke about 10 minutes before placing it into the smoker. I have the smoker chip tray either partially removed or completely removed as I have not noticed a difference between the two.

What am I doing wrong?
