MES won't heat to set temp

I bought an MES 30 and was planning for my first smoke today.  I set it up in front of my house (it's windy out) to set to 225F to preheat.  After an hour it got to 121 on the MES temp and 147 on my Maverick.  I then moved it to the back of the house to shield from the wind.  It initially dropped to 125, got back up to 147 and has hovered 145-147 since.  Any ideas why it won't go above that temp?

Thanks in advance.  This is a great forum.  I have the AMNPS and right now I'm wasting precious smoke because I can't get the heat up!
