Holding low temperatures

I have a Masterbuilt 30" 2 door propane smoker model #20051311.

I haven't been able to hold any consistent temperature lower than 250 degrees +

I called Masterbuilt and they told me this  model is not designed to hold temps below 250 degrees.

I have made these modifications.

Added a skirt around the bottom to protect it from wind.

Installed a needle valve for tighter temp control.

Along with a few other mods that don't affect the problem I am having.

Has anyone else experienced this with the same model?
