Question, in my old smokey electric smoker how much water do I put in the pan when cooking a pork shoulder?

I tried cooking turkey wings no water in the pan, and dry chips, they were to tough and dry.
 
I'm not familiar with your smoker, but I would fill the water pan up & keep it full the entire smoke.

Also don't soak the wood chips.

Do you have a reliable thermometer to measure the smoker temp & the meat temp?

The turkey wings sound like they were way overcooked.

Most factory therm & temp controllers are way off.

A lot of us use Maverick therms, 732 or 733.

They have remote receivers on them so you know the pit & meat temp even if your inside watching TV.
