I think i can help with your slow temp increase and cycling pid
Port some pics without the racks so we can see the element mounted
What is and where is your air intake? It should be as directly beliw the finned strip heater as possible.
You can set the controller output based on the elements still air watt rating. I use a 1550w set at 85% output in both current builds. Onr is used saily in a gastto pub.
The air intake directly below the element is key so that the draft goes across it, ygere is not enough convection air flow forva speedy heat up. It doesnt move once you hit temp, but youl burn out the element if you turn up the output from the controller without good airfliw across the finned strip heaters.
