How important is romoving all the surface rust from inside the barrel?

So ive got my barrel and ive burned all the paint off and sanded the inside and outside then primered the outside. The inside was cleaned out with mineral spirits, dryed then wiped down with canola oil. I dont think I coated it enough with oil because im getting spots where its rusting again. My question is, is that rust ok or do I need to sand it down again?

Heres a few pics of the build so far. But dont have any of the rust on the inside yet.
 
Rust is fine.... oiled over and cured will make it sealed.... It's the paint I'm worried about.... You don't want paint inside the drum....
 
Actually the pics are in reverse order. The barrel is primer grey right now. Also didnt get a good coating of primer. Used one full can and small rust spots are showing through some parts of the paint. Gonna primer again.
 
Primer can be porous.... get a top coat on it and you should be good to go, after hitting the few rust spots you have....
