It looks like it was infested with bugs, there seem to be tunnels in the cuts and the bumps on the bark may be scars from woodpeckers/nuthatches going after the bugs.
 
looks like it MIGHT be hawthorn or honey locust.. see all the even spaced holes in the bark. I had a honey locust that the sapsuckers killed just like that. even little holes allllllll over the trunk, drained it dry. just a guess anyways
