It's one heck of a lot older than my 1-1/2 horse Hobart and much smaller. I would call Hobart first and ask if they even carry parts or service such an antique as that before you buy it.
I gave $375 for mine used but in very good condition. AND.... I can still get parts if necessary. Be patient, there are GOOD deals out there if you wait.
I'm with Dave on this one. We used Hobart grinders when I was still working [the very large commercial ones]. They were good grinders. However that one you have is old and in my opinion not worth $400. Get a new one for $400 as Dave said or check Cabelas and see what they have in deals on a grinder for $400. You will be happy with those and think about a 5 pound vertical stuffer as well for around $100 to $125.00. Reinhard
First comes the grinder and then you'll realize its easier to stuff with a real stuffer instead of the grinder Soooo then comes a stuffer, its' a vicious cycle !
