Smoking sirloin tip with master forge?

Also, I have two racks I can put the meat on, one above the other. Should I put it on the higher or the lower rack?
You could use either. I typically use the top rack, just because it is easier to get too. When cooking beef I quite often put veggies in a tin foil pan below to catch the drippings and roast the veggies in.
 
I would put it on the upper one just to keep it farther from the heat source so not as much chance of burning the bottom . The more you use your smoker the more you will learn it's little idiosyncrasies and learn how to make it work best for you.

it was excellent!! juicy, tender. I had a few issues keeping it at a good temp but then it stabilized.

It really does not make a difference which rack you use. IMHO the placement of the meat has to do with if you need to get access to. If this is a bullet style smoker use the higher rack, just easer to get to and manage.
