275 gallon oil tank build

This question might have been answered already so I apologize. my 275 gallon oil tank I picked up, after I just cut it open, has about 3 - 4 inches of sludge in the bottom. will this burn out when I do the first clean out burn or should I scoop some of it out?
 
I would be really careful with that tank, no telling what TOXINS might be in there or what will be released when you put heat yo it. I know you allready have this tank but if you could find an old water tank you would be better off and a whole lot safer. A good smoker is bo good if you poision the meat that you smoke. I built one out of a 1000 gollon water tank that I pick up at a farm auction for $1.00 and it worked good except the cost of wood that it ate about 1/4 cord everytime I fired it up.

BE VERY CAREFUL WITH THE TYPE OF TANK YOU USE.

It takes me a while to remember things but it was GRAY'S SUMMIT MO. back a few years ago that they had to close and condem the whole town because they sprayed used motor oil on the roads to keep the dust down. They found out to late that the roads were contaminated with DIOXON a cancer causing chemical, the dioxon came from the motor oil.

So like I said BE VERY careful with you use to build your smoker

I started working on this on Friday. I wanted to get a lot done on Saturday but it was so humid and hot that I past out within working on it 3 hours, I guess I didn't drink enough water. It was also hot and humid today but I got a lot of cleaning done with no passing out, drank enough water
 
I wanted to work on it so bad today but I wasn't going out in the hot and humid weather. It got up to 98 degrees where I live today. I hate sweating so bad that you sweat yourself a bra and squeeze all the sweat out of your shirt.

I plan on working on this smoker again shortly. I have been gathering steel. This is going to be a no weld smoker. I have a dolly to move it around for the time being until I have the money to buy a trailer. Hopefully I have this done by august/September so I can smoke a pig.

Also I have a question. I might add a rotisserie also. What kind of of electric motor do you guys/gals use?
