Welcome to the forum.  I can't comment on that specific model, but the char-griller my buddy owned in the past worked as a grill, but was horrible as a smoker.  I think the problem with them is they use very thin cheap material which doesn't really hold temps much over long periods of time.  I recall trying to help him get around temp swings every 20-30 minutes of 10 degrees or more when trying to use it as a smoker.  Plus the thing just looked and felt "cheap" if that makes since.  The most important thing for him was grilling so it wasn't a big deal, but if your going to be using it as a smoker for any 50% of the time your going to be pretty frustrated.  What do they cost?

If your open to spending a few bucks I have a co-worker who wanted a grill / smoker, but didn't want to deal with the mess of coals, wood, ash etc so I suggested a Traeger pellet smoker and he loves it.  It's a LOT more you have to pay for convenience, but if you don't want to worry about anything and just want consistent results in smoking and grilling it's a no brainer. 
 
IMO  I would get a Weber 22.5 OTS or OTG. They are awesome grills that can be easily set up to smoke low and slow and they will last a long long time. You should be able to pick up a 22.5 OTS for around $100.

I grill often and use my weber performer for smoking too. Makes great pork butt, brisket, etc ... Limiting factor is size, but for me and my girlfriend it's great.
